It's the small line on your Etsy statement that most UK sellers google the first time they actually read one. Short version: it's a percentage fee Etsy adds to every UK sale on top of its main fees, it went up in June 2026, and VAT is charged on it too.

On a £10 item with £3.50 postage, the regulatory operating fee is 0.48% of £13.50 — about 6p, or 8p with VAT on the fee. Trivial alone; the point is that it stacks. The same £13.50 already pays the 6.5% transaction fee, 4% + £0.20 processing, the listing fee, and VAT on all of them — the full UK fee stack takes that sale to about £2.20 in fees. The regulatory line is the stack's quietest member, which is exactly why it's the one that rises without anyone noticing.
First, it isn't new. Coverage of the June 2026 change often read as if Etsy had invented the fee; it dates from 2021 — 22 June 2026 was a rise from 0.32% to 0.48%. Second, it isn't a tax on you being charged by the government. It's Etsy's own fee, which Etsy attributes to its regulatory costs — it appears in your fee lines (and in a fee audit) like any other Etsy charge, and VAT applies to it accordingly.
Because the fee applies to postage as well, "shipping at cost" still loses you money on every order: 0.48% of the postage, plus 6.5% transaction fee on it, plus processing. If your margins are tight, price postage with the fee stack included — the calculator below does the arithmetic for you.
